festive Holiday lights

We tried him out in front of the house tonight. Only two cops showed
up. Tomorrow I’m going to put this guy way up high in the air off
the roof. It should be quite amusing… His eyes blink green and
red… He’s about six feet wide and was made with 63 feet of
lightrope, 140 christmas lights, two spools of heavy wire and a tond
of cable ties.

      My Latin is limited in scope but this sentence seems to me to be incomplete or without any meaning. It is not relevant to any of the previous discussions. (Google translate doesn’t help very much either).
