Latest hypothesis is that he meant "One small step for a man, one giant heap for mankind." which makes more sense.

1. Right after he got back, Neil said in interviews that his intention was to say, "That's one small step for *a* man; one giant leap for mankind," but that even he didn't hear the *a* clearly on the recording.
2. What's with this "giant heap" you're asking about???
