干 means Finish all the liquid as wine,beer,

before drink ,people　bumping the cup. I think it is one kind of Traditions and customs from ENGLISH.

at Ancient, chinese people not bumping the cup and only Raised the cup.
Like ,at Ancient, chinese people not shake hands and only wave(wag or Swing) the hand.
