Taking away the differences in type of music, and just examining the musicianship, I have no doubts of this assertion.
Of all guitarists of the last century, SRV took his music genre to the farthest extreme, two, three, four layers deeper into the standard blues riffs/chord progressions that came before.
Watch a live performance of good quality, like the Austin City Limits DVD, and check out his playing on "Leave My Girl Alone", or "Little Wing".
At some point, you can see that he goes inside himself, and becomes one with his guitar, and then they both become one with the sound of the music itself.
No longer is it a man, playing a song, on an instrument, but something more akin to a pure form of magical energy.
Like tales I've read of Paganini, on the violin.
I can only wonder just how good he'd be now, more than 15 years after his untimely passing.

Les Claypool.....He is unnaturally good.
Check out some of those "How to play__________" videos on youtube.(Where unfamous bass players show step-by-step how to play primus riffs.)
I watched a couple, and at each shown step, I'd be like, "yeah, that seems right, and simple enough"...
Then at the end the guy'll go, "and then, you put the steps all together, and you've got_____"
Amazing.

The guy wails his ass off for 30 years and gets negligible credit from the music industry. Then he does a semi-pop, corporate contrived album with a big name guest artist on each track, and wins 8 grammys at once.
Sure, the album wasn't bad, but the whole thing just left a bad taste in my mouth. I don't know if I should feel More vitriol towards the record industry (if thats possible), or if I should feel like he sold out (Eric Clapton excluded). I'm glad he was finally officially recognized, but I wish it wasn't in that context.
But as a testament to your point I have to say that this post has taken me 20 minutes or more because I started scouring my hard drive for old Santana, and have commenced rocking out to it
I'm off to find that 12 minute jam of Oye Como Va buried somewhere in a long forgotten crevice/file of my pc.
